When I log into GNOME 3, I just get a screen that displays my wallpaper on it. There is no panel at the top and I am unable to launch any programs. Only notifications seem to work. (Hardware)

I unplugged my tab at 630am and turn on GPS for about ten minutes and turn WiFi on. In about 20 minutes it I'd down to 95%. No live wallpaper, only had GPS on momentarily.
