Formatting HDD to ext 2 hangs at writing inode tablesview story

Does this mean my hard drive is damaged or is there a work around? Can't create a folder on my newly created partitionview story

Using dd, I can set the of argument to /dev/foo and dd won't complain. But what exactly will happen? Will dd just write to the first partition? Or will it overwrite both partitions? (HowTos)
