why do background windows have semi-transparent title bars in Unity?

http://askubuntu.com – Why do background windows have semi-transparent title bars in Unity? The foreground window is entirely opaque, but as soon it loses focus, it becomes transparent. It's as though Unity/Gnome are configured to make background titlebars transparent to indicate they are not on top instead of greying them. Compiz? Unity? Video Card Driver? X.org? Is there a setting to change this? None of the standard settings nor the tweaks in any of the tweaking tools I have tried seem to have any effect. I noticed this a while back, so I don't think it's an Ubuntu 12.10 thing. I tried to post a screenshot, (HowTos)
