What makes CrunchBang a separate distro?

http://crunchbanglinux.org – I'm sure we already have several threads on this in the archives, but I keep thinking about it, and we often state in these forums that "CrunchBang is basically Debian with Openbox and a few UI and performance tweaks."  So, is CrunchBang a separate distro, or is it "basically Debian"?  Yes, there is the separate repository, but aside from a patched library or two to get "Ubuntu-like font rendering", that just contains a few scripts and configuration files.Suppose someone make a Debian Live ISO that included a few config files in /etc/skel to get a s (HowTos)
