Ubuntu is not regulating speed of cpu fan. Overheating Problems

http://askubuntu.com – Hello everyone i am encountering a serious problem which is not allowing me to carry out my usual routine. I am new to Linux and since i installed it my p.c is shutdown without any warning. And i found out that the problem is that my cpu fan is not spinning fast enough to evacuate the heat. And to some extent i am think its doing the reverse process, its slowing it down when carrying some task. I tried fan control and other software that controls the fan speed but to no avail. My cpu fan is not a pwd one. And i have a pentium 4 3.00 ghz. My request is how can i get the fan to speed up to c (HowTos)
