[ubuntu] Installing from backup of local repository

http://ubuntuforums.org – currently I have two linux machines, and only one is allowed (due to local network policy) to access the internet to pull updates. I've read through manual pages on apt-get and adding repositories and cant figure this out. What i am trying to do, is take the packages from this machine (the linux machine that is allowed to access the internet) from /var/apt/cache copy them to a usb external drive, take the external hdd and then mount it on the other ubuntu machine, add the folder as a repository and using the option to filter packages by source, install every package from the external hdd to t (Hardware)
