I'm trying to setup an IDE for Android using Eclipse, Java, and Android.
I am developing an app using ListView, and I am facing the problem which I have mentioned in this link: Android ListView: When using scrollTo ListView does not refresh, but when manually scrolling it refreshes.
Where can I report this bug in the Android development environment so that this issue can be fixed, and I can develop my app the way I want it? Thanks.

I'm a die hard fan for cmd line tools and emacs. It's nothing personal with Eclipse. my system is a bit slow. so I prefer emacs for android development. Specifically, OpenCV application for android in emacs. I'm using Ubuntu 12.04. I have installed, OpenCV libraries. What else should I install for android development. Is Ant and Android SDK&NDK is enough??? focus on emacs. thanx in advance.
