On Windows 7 and Windows 2008 SP2, how can I view who or what is using up my memory?

I'm using the command "top" to see how much memory the system is using (ram). Now, when I go to the desktop and run the system monitor tool that comes by default with the OS, it shows lot less memory usage then "top".
Top shows I'm using 1.7GB memory while the system monitor tool shows I'm using 560MB...
There are several discussions complaining high memory usage of PHP-FPM, without any practical approach to overcome. As I explored the problem with numerous tests, the problem is related to the age of PHP-FPM age.
Imagine we have pm.max_children = 10, and have a PHP script consuming 10M memory. One expects needing 100MB of MB. This is correct for the first 10 processes.
i am using ubuntu 12.04LTS on my linode vps include core2 cpu, 2gb RAM. I am doing a lot of research on optimizing memory for mysql and apache process -> optimize apache memory use, there i am using two scripts for compute memory per process.
I have the hs_err_pid of a long running java process that has received a SIGSEGV. In C.6 System Section I can get a rough approximation of the free memory on the system from (MemFree + Buffers + Cached) / MemTotal, but I would like to find out exactly how much memory this process was addressing at the time of the crash, is this captured in this file?

I've just installed 9.10 64bit kubuntu but problem with memory still happened. System monitor show me only 3.1 Gb dynamic memory is installed, although I installed 3 modules 2 Gb of each. How to fix a problem? I want my system to see all memory.
Hardware: CPU Intel i5, Memory Kingston Hyperx 2000Mhz.
I've installed OS with PXE boot if it matter.
My Ubuntu install is no using 100% of the memory installed.
I'd like to do a quick poll if anyone cares to chime in. Just as a curiosity, I'm wondering how many megabytes of memory your system uses.
As an example, if I open up system monitor, my system is currently using 715 MiB (35%) of 2 GiB of memory.
Obviously ubuntu is resource heavy, which makes it a little slow on older machines.
You can disable it in System Settings> Desktop Search.But its weird, if an app has a memory leak thats eating up your memory, it should somehow be shown.
