https://bbs.archlinux.org – Most of that documentation refers to netcfg, but apparently someone changed netcfg to netctl in one or two places without updating the rest. (But it also links to separate network configuration pages which would have told you more about this.) netctl is netcfg's successor. It should have a similar service, but under a different name. Check the documentation, or run something like pacman -Ql netctl | fgrep .service to find service files provided by netctl.
