.............as the title says......Cannot get my S4 to be recognized as Media Device when I plug into USB on PC. It only charges the phone. Anyone else experiencing this? Any help?

I have a Samsung Galaxy S3 SGH-T999 (running 4.3) that I have been using with Windows 7, XP, and Vista machines as a "media device" without Kies; I simply plug it in and use it as a drive. When plugged in to those machines, the phone says "connected as media device"...
I recently replaced the 7 machine (Dell Optiplex 745) with a brand new Dell XPS8700 with Windows 8.1.
I have tried my best to get my device recognized as a drive and not a media player or music device but after allowing usb debugging and developer option on...it continues to only be recognized as a media player device with no drive letter ( ).....
Does anyone know what else to do without rooting?
I seem lost with the rooting and unrooting with no promises that my device won't become a Brick!
I have a problem with the system detecting my Sony Walkman NWZ-E436F. When I plug the device, the player's screen says 'Connecting'.
However the device is mounted as removable device.

I recently purchased a new laptop that came with windows 8.1 . When I first got the computer I tested that when I plug in my HDMI cable into the computer and connect it with the TV, the TV is recognized as an audio playback device, which can set to default (I checked this because the last laptop I bought this did not work, just like now, so they exchanged it with this one).
Hello everyone, can I ask a quick question about a Samsung phone? I cannot get Windows to recognize the phone when I plug it in. It says "USB Device Not Recognized" and I cannot find a driver online to get it to see the phone. It belongs to my nephew, he said it had been rooted, and he accepted an over-the-air update from BoostMobile and now its pretty hosed up.
I have a feeling it may have something to do with what type of USB i'm using. If i plug in a USB 2.0 device(like my flash drive), it will be recognized. But if I plug in a USB 3.0 device, it will no be recognized. Can anyone help me with this issue? Thx in advance.
