Maybe the standard hook for frequency scaling interferes somehow? (Are you sure it isn't being executed as opposed to not doing what you expect?)

Are you using systemd? My permissions are different - I have ACLs for some of those files where you don't. I'm not sure whether this matters or not, though.Can root play sound?
