Stack Exchange unreachable, ip resolves but all tracert hops are blank

http://serverfault.com – My home broadband service has not been able to access Stack Exchange sites for two weeks now, with some fraction of the UK wide network affected. Dozens of customers are registering on the support forum to complain. Support reports that the fault is outside their network and they are waiting on internap.com to fix some mysterious routing problem. The odd thing is traceroutes to StackExchange sites and some others in the area, are all failing from the very first hop.
