hi, i checked my speed using http://www.ip-details.com/ it shows my speed is around 2.3Mbps, but 5Mbps is what i actually signed for, why is speed very less

Hello to all, im using fedora rawhide and i want to speed up my system.
Here is some informations,
Startup finished in 1293ms (kernel) + 1968ms (initrd) + 23462ms (userspace) = 26723ms
And here is services with (systemctl list-units)
I have a AMD Semperon LE-1300 processor. Linux is saying I only have 1.006 GHz when my processor is capable of 2.3 GHz. HOW DO I FIX THIS!?!?!?
I used the command cat /proc/cpuinfo to see if it was an application that was manipulating the speed of my processor. and I got this:

Am checking my servers RAM speed through command line its getting but most of the server it is showing "Speed : Unknown", please let me know is there any RAM issue or need to try other commands.
