Use the command line and a regular login (non administrator)
select or create a directory, for example Downloads
paste the
https://dl.fedoraproject.org/pub/alt...86_64-CHECKSUM
Choose the large DVD or the net installation version

wget -c https://dl.fedoraproject.org/pu
