I think making service files is definitely the way to go. We can still use rc.local with systemd (using initscripts-systemd to get the wrapper service). However, it means that everything you do in rc.local is considered as "one" service.
This is done in the kernel, so you don't need to install any package. Last I tried to test the compression there was no simple way (but you could try to deduce it from total space usage etc.)

Also, are you able to trace this back to a certain software upgrade? Most likely either "linux" or "systemd". Are you able to downgrade and check if the problem goes away so we can pin it down?
