https://bbs.archlinux.org – I second cfr's comments.  But I would like to add to that, that typically the configurations that con be done within /etc can also be done on a per user basis.  So these types of things can be in the root your home folder as a dot file, or sometimes in $XDG_CONFIG_HOME, which is ~/.config.  To reiterate what cfr was saying: Please learn about the security your are trying to blatantly disregard, and why it is set up this way.  *nix is touted as super secure, but this is because of the amazing permissions system that is in place.  You're gonna break sh*t!That s (HowTos)
