[SOLVED] apt-get returning exit status 127 when trying to do upgrade

I'm getting this error when ever I install any packages via apt-get:

When upgrading from Terminal I get following ERROR:

I get the following error when installing Tomcat7:

I had a problem on ubuntu when running "sudo apt-get dist-upgrade" and wanted to report how I solved it. Hopefully this helps anybody with similar problems.

I always got the error message:
