server gets DOS just by scanning him

http://serverfault.com – ubuntu 12.4 LTS, apache 2.2.14, mysql+wordpress on top. server gets into serious load 70.0 69.9 67.0 just by scanning it with web application scanning tool, and becomes unresponsive. Easy DOS from single host so to speak. How to prevent this? (HowTos)

I have free server at HP cloud, and I am receiving scans from them like this. It is from 15.185.11.100 and reverses to internal-scanner.ops.uswest.hpcloud.net. I have been told numerous times that this kind of scanning is not right, so I cant do this myself in my network. Is this really OK?
