https://bbs.archlinux.org – I am not sure if this will help, but maybe you could try using the interface specific form for the dhcpcd service (dhcpcd@.service).  You could use a more full featured network management system that will automagically handle this for you, but I don't think that in the case of a simple dhcp ethernet connection, this is really necessary.  I think that the simplest solution would be to simply modify the dhcpcd@.service.  Make a directory /etc/systemd/system/dhcpcd@.service.d and in it, create a file that ends in '.conf' (maybe something like 'ifup.conf').& (HowTos)
