[other_os] Not Ubuntu - AC charging problems

http://ubuntuforums.org – I am trying to fix a friend's laptop, which will rapidly discharge if not plugged in. When plugged in, it will remain at 2% battery life, and will not charge or discharge. This is incredibly inconvenient, and I am not sure, after having looked around for a fair time, I am not sure what to do. If the adapter is unplugged and re-inserted, the following message appears: "The AC power adapter type cannot be determined. Your System will operate slower and the battery will not charge. Please connect a Dell 65W AC adapter or higher for best system operation." The adapter is in (Hardware)
