Are all Android phones able to accept the most recent Android release, or are they somehow version-limited due to hardware or other constraints?

I have a SGS-2 and I have a windows Vista Home OS on my Laptop and I have Kies Version when I try to Upgrade to the latest Android Version 2.3.3, it says updating and the end it says update failed. I have tried all permutations and combinations.
It just does not upgrade to the latest version of Android.
I have used the following code to create a link in my web page to allow the user to call us directly.

It works for iphone and Android version 2.3. However, after upgrading my phone to Android 4.0.3, I found it does not work any more. Is it just a bug on this version of Android or we need to to do it differently from Android 4 onwards.
I love apple products I currently have an iPhone 4s, but I'm looking for an upgrade. I do not like the iPhone 5 and I'm too lazy to wait for a 5s or a 6. That's why I am coming here, a friend of mine wants to get an iPhone and is will to trade me his gs3 for my 4s.
Hi.
I'm new in the Android phones and these days I'm going to buy Sony U so I wanted to ask you few questions...
Why do you root your phones? What is it that you acctually get when you root phone? Does the phone work faster?
Is it possible to root Sony U to Android 4.1?
What version of Android is faster 2.3 or 4.0.
Guys, I am new to XDA and new to Android. I was a blinded iPhone follower until now. I believe that I can do more with an Android phone than my iPhone. I don't think that I will try another iPhone. I thing its time to try something else. Of all the phones out there the one that I like the most is the Galaxy Nexus. I have heard that it is the most customizable phone out there.
Let me start off by saying I'm an avid Android fan and I own many Android devices. I also encourage friends and family to purchase Android products. My first Android device was the Droid X. My second Android phone is the S3.
Here is the situation:
I am a 23 year old CIS Grad who loves technology, computers, and my phone.
Current Phone - iPhone 4 (Needed trusty OS and previously had a Fascinate, Droid, iPhone 3G)
Carrier - Verizon
