My friend's mom bought a Galaxy Note and her English isn't too good. She found an app so that she can type in Hebrew but would like for the Note to be entirely in Hebrew if possible. I checked the language settings and Hebrew was not an option. Is there any way to do this? Preferably without having to root her Note.

Many of you might be aware that sammobile.com has started rolling OTA files which are nothing but pre-release firmwares! These updates usually come in .bin files instead of the regular .tar.md5 format. Can someone tell as to how we can use these .bin files?
