Linux Flash video encoding software?

http://www.linuxquestions.org – I would like to convert an AVI and MOV video into SWF for use with an FLV player embedded on an HTML page. The resulting Flash file should be encoded for use within a particular bandwidth as well as maybe different versions for different bandwidths, allowing users to choose their appropriate speed/quality. Are there any sophisticated Linux based tools to convert various video formats into .swf files, preferably in the FOSS category? Surely there must be by now, or is this kind of thing still best done in Windows or Mac? Thanks for any tips! Zebu System: Slackware 12.2 with a kernel. (HowTos)
