Linux Debian6 - apt-get issues

http://stackoverflow.com – I once ran apt-get install libc6 and it errored half way through the install then I noticed some bin commands were no longer accessible by users such as 'git' or even 'make' unless you sudo the commands. Now on every apt-get upgrade or install I do, I get the following issue: chomp:~# apt-get upgrade Reading package lists... Done Building dependency tree Reading state information...
