I have a Cloud Server with 4 vCPUs and 6gb of ram. With a limit of 3mb/s of Disk I/O
Aparently. Neither of this resources are using the limit.
Any clue of what can be, only giving a look in this image ?

I'm looking to setup an email server which can accommodate hundreds of accounts with "unlimited" email space. So I need to upgrade the disk as the users consume it. Am I better off purchasing a cloud server or do I need a special setup of RAID dedicated servers?
Now looking around Cloud server providers, they appear to still have a disk limit of around 2TB max.
Is there a WHM plugin mode or something like that which would limit the amount of resources a user on a dedicated server can use (CPU and RAM) or ideally something which gives certain users priority access to the resources needed?
Because my problem is that some websites sometimes use all the CPU available (through MySQL) and then the other sites are very slow...
I have implement disk quota on my mail server RHEL 5 running POSTFIX with soft limit 500M and hard limit as 700M. Is there any way that the user gets a mails automatically when the soft limit is reached that DISK Quota has exceded
