I'm php developer and i just installed xampp .
but in my directories that i put my scripts files into (/var/www/html/...), .htaccess files does not word!
what should i do?

I have some instructions written in the .htaccess of root directory for my website. So how to force those rules to apply to all sub directories even if those sub directories have .htaccess that overwrite the rules of the mother .htaccess on the root directory ?
I have an rsync command for copying my files from dev to production. I don't want to copy the .htaccess file that's in the root of the HTML directory but, I do want to copy the few .htaccess files that are in its sub directories.
I'm using the argument --exclude .htaccess which is stopping all of the files from getting copied.
I didn't change httpd.conf after installation of apache2, so it looks like .htaccess-files are enabled by default, because if I generate a .htaccess-file with garbage in it, I find an "invalid command" for the .htaccess-file in the error.log.
