Can we get the network bandwidth usage statistics (of single computer) within a LAN by using SNMP queries?

I mean to say that we can query a router to get informations such as number of interfaces, total bandwidth usages etc.
We have a small office network with DSL and a Netgear WNR-2000 wireless router acting as a DHCP server. There are nine devices connected to the router, wirelessly and wired. Whenever a Mac computer tries to connect, it's unsuccessful until we restart the router.
I have a client that has a basic network that uses comcast cable. He bought a NETGEAR N300 wireless router which has a 192,.168.3.X network and he attempted to add it to his 10.10.10.X network and all is fine. He laptops and such can get to the internet fine. The issue is he cannot get to any of his devices on his 10.X network.
I have a cluster of machines with two 10Gbps intel network cards on each machine. 64 port Router, with each port of capacity 10Gbps is being used.
I'd like to get some insight as to how I can possibly access network devices that are on a different IP range (obviously not mine) compared to what is configured on my wifi router?

I am trying to build a linux router (captive portal) with a local RADIUS server for authentication.
I want to log the bandwidth being used by each client on my network. I want to associate bandwidth at a given point in time with MAC address. My question is, how can I get the bandwidth of a current client on my network?
My home network:
Cable Modem : WebSTAR DPC2100R2
Wireless router: Netgear WNR1000
PC1 (winxp) : 3G ram, 2.6GHz Intel, Asus 5PB Wifi delxe, running Windows XP SP3 and connecting wirelessly to router/internet.
PC2 (linux) : 1G ram, 1GHz AMD Athlon CPU, 3Com 3c905 100BaseTX Nic, connected by ethernet cable to router, onto which i have just installed lubuntu 12.10.

I have a mainly windows house with a notebook running Fedora 11. The problem is that when this computer is on the wireless network it shows no computers on the network. It gives me the error that it can't retrieve the shared list from server. However when I am using it on the wired part of the same network it will see all of the other computers.
My home network consists of three computers plugged into a Linksys wireless router. Occasionally, about once a week lately, I've noticed very slow network speeds. At first I'd reboot my desktop machine, but that didn't seem to help. Now I've found by power cycling the router, my network speed returns to normal.
