I get these errors when I try to upgrade the packages installed on my Ubuntu system:

I had installed cinnamon 1.4 on ubuntu 12.04 earlier but i couldnt upgrade it to 1.6+.. so i uninstalled (and purged) it to do a fresh install.. but now i am getting an error as follows

I'm trying to upgrade from 11.10 to 12.04 but nothing happens. the GUI "update manager" tells me that I might upgrade to 12.04 but when I click on the button nothing happens.
From shell this is what I see:

I'm using 13.04 Raring amd64 and this latest upgrade has me disturbed
it failed to configure a few packages somewhere down the link so as I was trying to manually resolve them and now nothing will launch via console or gui.
Here is exactly what happened from the point I discovered the failed upgrade to now.
I attempted to update my system from Ubuntu 11.10 (GNU/Linux 3.0.0-12-generic-pae i686) with the do-release-upgrade command.
This has caused problems and I am left with this error:

This is my second install ever (firefox went smooth). This is happening:

After upgrading from 10.04 to 12.04 I am trying to install different packages.
For instance ia32-libs and skype (4.0).
When trying to install these, I am getting the 'Unable to correct problems, you have held broken packages' error message.
