Is there anybody who knows that how we can change background of the image. Also share the informatin about image editor and share some links of them.

I am using Ubuntu 13.10. I try to change my background image however, I can not open the option window from settings menu, even by right click on desktop. If I try to open it from desktop it directs me to the global setting menu. I can only change the image via clicking on a image and commanding as being background image.
How do you think I can grasp the appearance settings again?
Two days ago my background image I use for the Grub background was working just fine. I pulled down the 1600x900 .jpg image from the Web (I had been using a larger, but resized image) and replaced the existing image with this one.
I changed my GDM wallpaper manually in gnome 3.2, I had previously tried the mentioned fixes but they didnt seem to work for me, GDM3setup included, although it was able to change my icons, fonts, and cursor theme.
I have a requirement where I will be having a background Image and one mask Image. Lets say the background Image is of Motorcycle and the mask will be used to hide the registration number. So the mask will be movable and also resize-able. Finally the combined Image will be generated with background image and Image mask. How we can achieve this ?
