I have a situation where the stock repo files that should exist in /etc/yum.repos.d/ (like centos-base.repo) are not present. I need to get them installed. I am sure this is simple, but after hours of searching, it seems I am not googling it correctly.

when I try to use yum list updates (or any of several other yum
command I've tried) I get a repo error - "

Now that I have created my local yum repo I want centos to first look for package under the local repo first and if its not there then its should go and check on the internet. I tried checking the /etc/yum.conf like may be changing some priority level but it doesn't seems to be there.
