Is it possible to amend a file without changing the last modified date?
If it is, how do you do it?
If it's not, is there a way to create an empty file with the same timestamp as another file?
I know you can use touch -t yyyymmddhhmm.ss filename but, I would want the file to have the exact same timestamp as another file.
Any help would be greatly appreciated.

I am debugging a android framework.
I pull out dropbox logs from device and it's created in /data/system/dropbox.
Log file name is printed like this format.
event_data@1362451303699
1362451303699 is timestamp and i want to change it like 05/03/2013 16:00 for legibility.
How can i convert this timestamp?
Is there any code needs to be changed?

I have been creating Solaris packages for application deployment for some time, however recently I became aware that deployed files had the same timestamp of when the package was created.
I have few basic doubts about files
1) Windows recognizes file by its extension like (.txt , .csv). How does unix/linux do it ?
2) How does file editor capable of editing various file formats ? Whats the logic behind it ?
3) Does all files have metadata ?
Since I started using Linux in 2000, I've been running all my systems with the BIOS clock set to UST time and just let the OS handle the time zone difference. I remember reading that it was the recommended way to have it set, although I also remembering not understanding why. It's just the way I've done it for years and years.
I create a new Word document in 'Office Open XML' format (docx). I then encrypt it using EFS and add several other users to access the file.
Now I open the document and edit it, after saving it, the file is still encrypted but the additional users are gone!
