There’s a bigger problem facing Android, and one that has an even greater negative effect on developers than operating system fragmentation: device fragmentation.

We are running OPTIMIZE TABLE , but not seeing any fragmentation reduction. They are as high as 120% to 200%.

My tables are using INNODB engine and "innodb_file_per_table" set to 1.

Google has made a change to the terms and conditions of the Android SDK (software development kit) to explicitly prohibit developers from taking any action that may lead to the fragmentation of Android.
I just read this article about the virtually non-existent disk fragmentation on *nix filesystems.
It was mentioned that due to the way ext handles writing data to the disks, fragmentation may only begin manifesting on hard drives that are at least 80%, where the free space between the files starts to run out.

It has been sixteen months since the first Android Phone entered the market. Since, then Google has released four major versions of the Operating System. These frequent major updates are the cause of Android's fragmentation issue, with hardly any new smartphone running on the latest Android.
The efforts of Google to slow down the Fragmentation seems to be working now. A recent report shows that Android 2.1 a.k.a. Eclair leads the market with more than 50% of share.
