So I when I miss a call, and they leave a message, I get the "Missed call" notification icon, but not the "Voice mail" notification icon nor sound. Anyone have any ideas?

I have a google nexus s and the notification says "new voicemail (1) dial *86" and i've cleared it, doesn't work. when i call voicemail, it says "the feature code you entered, is not valid." and I downloaded google voice, the notification is still there, and I don't know how to get rid of it, please help!
This is weird, but it seems some apps have access to some notification sounds and not others.
Hangouts for example can't access it's own notification sound "Hangouts Message" from the message notification option, but under the video call notification option it can. Also the phone ringtone can be set to the "Hangouts Message" sound. But only those two apps can use it.
I have gotten a notification that I have 1 new voice message. However, I am in a different country right now and would rather not pay an exorbitant amount of money to call my voicemail just to dismiss the notification. Is there a way I can remove it without calling voicemail? I have tried restarting the phone and swiping the notify away, but it's a pretty persistent notification.
