I want to change picture resolution. I want to reach pictures that in gallery and change their resolution according to users' choice. For example, there is a picture has 1920*1080 resolution and 10mb size then user wants to change from 1920*1080 resolution to 860*480 resolution and at the same time picture resolution will be decreased less than 10mb. How can I do it ?

I have a Rugby Smart1847 .
I'm having trouble getting pics taken at a smaller resolution it seems to be "stuck" in max resolution.
When I select the settings while in camera mode and go to "edit shortcuts" all the different selections that can be adjusted are greyed out and cannot be edited.
So today I installed Friendcaster to check it out after I did so, I noticed that my contact pictures shrunk and had horrible resolution when someone called me instead of taking up the whole screen and being a nice resolution. I deleted the app and I cant get the pictures to be the way they were. I tried unsyncing the facebook app and syncing it again, that didnt do it.
OmniVision just announced the OV16820 and OV16825 smartphone camera chips. Both will support up to 16-megapixels and capture QFHD video at 60 frames per second, which is 4K resolution. Basically the resolution would be 3840 x 2160 for 60FPS and at 4608 x 3456 for 30FPS.
The sensors will also support full resolution 16-megapixel burst shots.

Why is the native resolution 1366x768 but resolution 720p?
