http://forums.fedoraforum.org – I have F12 on my laptop and F10 on my HTPC. Both run a Athlon 64-class CPU and supports cpufreq. Both have the cpufreq applet running on GNOME and automatically logs in as a normal user. On F10 I can just go ahead and change the CPU frequency; on F12 it asks me for root.
