why is it necessary to execute the "ntpdate" command only when ntp daemon is stopped , and also the probabale solution to reduce the high offset value.

Google is not helping me at all, here. This is in RHEL 5.5.
First, ntpdate to the remote host works:
$ ntpdate XXX.YYY.4.21
24 Oct 16:01:17 ntpdate[5276]: adjust time server XXX.YYY.4.21 offset 0.027291 sec
Second, here are the server lines in my /etc/ntp.conf.

Is ntpdate command a part of ntpd, i mean does ntpdate command a dependent on ntpd? and can ntpdate be run in absence of ntpd service.
I have a sudo crontab like this to sync time:
# m h dom mow dow command
0 6 * * * ntpdate 10.3.3.3 >> /var/mylog/ntp.log
0 7 * * * /var/mylog/backup.sh >> /var/mylog/backup.log
The problem I am having is that the first line (ntpdate) never seems to execute. If I run it manually with sudo that line works.
I need to start a daemons with php (on JSONRPC api service).
So, i need to execute a command in shell and then understand that daemon is running to return "success" value.
First idea to achieve this was to retrieve processes list from shell after daemon start execution command, grep for daemon name and get it's pid.
If pid is present and accessible - i can return "success" status.
