Evo 4g vs Optimus V (just for wifi tethering)

http://forums.androidcentral.com – I use an optimistic V, and my cousin asked me about wifi cards- I told her a tethered vm phone would probably be cheaper since she just wants it for email on her ipad. After a quick search, the evo 4g. Seems to be the cheapest vm 4g phone. I'm posting here for opinions... would the difference between 3g and 4g be noticeable? Also, would the HTC require root like my OV did? Is there a reliable rooting program for the evo like gingerbreak on the OV? (HowTos)

What's the cheapest smartphone with HSDPA 7.2mbps I can buy?

I plan to use it for WiFi tethering.

Used is cool. I'll consider Android, iOS and Windows Mobile. I'll try to avoid Symbian and Blackberry OS but I might consider if it hits the correct price spot. No J2ME devices please.

I bought it about six months ago and had been using it successfully USB tethered to my Compaq 1000 notebook running Ubuntu to provide the internet access via 3G or local wifi. The notebook's own wifi stopped working a while ago.

So i just decided to root my phone for the free wifi tethering to my laptop...I havent installed any custom rom just stock rooted with S-On(dont know if that matters).Ive used the Wifi tether app from the google market it connects but it takes me to the t mobile website asking me to add wifi tethering to my plan.

I thought I'd be able to tether my phone with legal apps such as foxfi. I can't seem to use it, and a number of sources have told me that i still need to enable the wifi tethering service with verizon in order to get those apps to work. but that conflicts with the above link!

Hey... So.. i know this gonna sound nooby and stupid but.. I've been thinking about rooting and searching why would most people wanna root their android phones and it turned out to be mainly for getting free wifi tethering or the free hotspot the quistion is... what exactly is this free wifi tethering i really want to know everything about it.

I've looked for a solution and have yet to find one, but this problem has been going on since I've owned the phone (5 months). I've tried switching the WiFi Channel from 6 to 1, 1 being the best option, and no difference. I've tried calling my ISP, but they said it's the phone, and not them. I'm at a loss here honestly because it's become frustrating.
