qtconfig is included in the qt4 package. Use pkgfile to find which package contains a given binary.

The library is indeed not packaged, you should report it to the bug tracker. In the meantime you can change line 65 of the PKGBUILD to for d in 3rdparty interfaces libs pics servicetypes templates; doand rebuild (or, if you still have the build dir around, just repackage with makepkg -R)
