Haven't got vaapi working with vlc myself. The problem seems to be with the ffmpeg plugin. I have discovered several workarounds to eliminate video tearing in vlc (if that is your issue) depending upon the desktop manager that I use. I am guessing that you probably need to change either the Locale or the encoding info (i.e. UTF-8) in the Locale. Also possibly, (but less likely IMO) a change in fonts would fix the issue.http://en.wikipedia.org/wiki/Character_sets#Code_unit
