Anyone knows how to configure virtual serial port over bluetooth? I

I tried to connect to a device via Bluetooth from my laptop running Ubuntu 11.04, and I have some difficulty.
I had to write a script to restart the Bluetooth dongle (it does not activate Bluetooth automatically). An icon appears in the top status bar on Ubuntu (good). Pairing of the devices happen easily enough (good).
I am using the bluez package for my bluetooth usb dongle on ubuntu server. I want to be able to initiate bluetooth connection from the dongle to a device, however a device itself shall not be able to find by bluetooth dongle or initiate a connection / pairing.
i had been using bluetooth fine, with devices working, but today when i turned on my computer again bluetooth strangely failed.

I added a bluetooth dongle to my laptop which is running Ubuntu 13.04 desktop (32 bit). I want it to find a bluetooth device that is connected into the CAN bus of my electric car. It did indeed find the device connected to it but then lost it and I have never been able to see that device again. I then put the bluetooth dongle onto my PC.
Recently I have installed ubuntu 12.10. It shows my bluetooth device & bluetooth icon. But I could not pair or send or receive any files using obex push. How could I resolve this? This is a big problem to me.
terminal output of lsusb:

I would like some assistance, or even just advice on where to go, to resolve the following issue.
I installed Fedora 17 on a Thinkpad T43. The bluetooth adapter was recognised, and BlueMan, BlueDevil or the gnome bluetooth manager all seem to be able to turn it on and off, as well as detect other bluetooth devices and pair with them.
sdptool is able to list available bluetooth services.
