And I know what you mean about GRUB2 and MBR being confusing.
I'm rather confused about what you're asking... Actually, you technically haven't asked a question yet. (No question mark! )Do you want a piece of software that will record something about your configuration periodically and is able to install Arch Linux and configure it exactly like how you have it right now? What do you mean by your "tools"?
An Arch Linux bug report seems appropriate. If SCIM is supposed to have GTK3 support and the Arch Linux packages doesn't have GTK3 support, then it sounds like a packaging issues to me. If you could make an Arch Linux bug report for this that'd be great.
