Apache server is giving me a 404 for localhost, but localhost:3000 (when running ruby app) seems to be working

http://serverfault.com – This is not your usual 404. So before this 404, I was getting a 503. I fixed that by changing the listen port on my httpd.conf file from 80 to 8080. When I was getting the 503, I was unable to start my apache server at all. Then after the httpd.conf change, I was able to boot it up immediately. So the apache server is ostensibly running, because I can access a rails app at localhost:3000 I'm running windows vista with an xampp setup. It was working just this morning. The change seemed to come when I was having trouble with my db migrations with a rails project. I fixed those db migration (HowTos)
