I want to pass a directive to all but one or two locations. How do I do

I am making simple application which based on phone's location. I am using this code for GPS location. In the main() function I am requesting the GPS location and then I am working with it. (I am calculating the sunrise and sunset)
I can get the location, but when I start the application I get the LastKnown location.

I have a Nexus S with 4.1.2. I turned off my GPS hoping that it would decrease everyday lag, but then I decided to turn it on again and now the GPS app won't work. It says "Waiting on Location" for 10-15sec, then just closes itself out and returns to the home screen without an prompt such as a force close message. What could this be?
in my app I am able to use the GPS but the problem is that it always getting me the same location. Everytime I am retrieving the location from that on, it gives me the same value. First time it was fetched and I was online, wirelessly. Then i went out with only the GPS and even if I was a mile away location was the same.
I have run into an odd problem with the newest version of Konqueror (4.8.4).
The problem is that the location bar can not be used for navigation:
if i type something into the location bar and hit enter, or press on the 'Go' button, nothing happens, the same for both file and web browsing.
