I just discovered that my network is one of the last services being started. This corrupts all previous services that see only loopback. If I add the boot flag to the network service I get two big NetworkManager SIGSEVs.
I have a laptop with a sierra wireless (1199:9041) 3g modem that works ok with network manager, and when it is working there aren't ppp or wvdial services running, and i have a wwan0 card running and with active ipv4.

AR9285 Wireless Network Adapter.I ran both wicd and networkmanager. wicd can't connect at all, networkmanager can, but the connectiondies after like 10 seconds.I have another Laptop running Ubuntu, which uses networkmanager, which just works, and i recently hadan Android, which also worked just fine.
